Messages end up in draft folder

Outgoing messages end up in draft folder.
Running Exchange 2003 Standard on 2003DC
Every few weeks this happens and I can't find anything in the Event Viewer indicating an error

When user who is using OWA attempts clicks on SEND to send an email the message ends up in the DRAFTS folder. I have verified that it is not user error and a reboot fixes the problem. Restart the System Attendant won't work.
Haven't tried iisreset though.

Anyone else have this problem or ever hear of it?

Is the user experiencing problems using owa internally or externally?

At a guess i'd imagine that the connection is either timing out or dropping out, which would (I believe) auto save the msg and put it in the drafts folder.

Do you run your connection through a f/w / reverse proxy or anything else which may complicate connection issues..?

This isn't a problem with a single user. It is for every user that tries to use OWA during these rare times.
I use no proxy and it happens both on my internal network (Gigabit Alcatel Network using Omniswitch6850). So timing out isn't a problem for any internal user.
Unfortunately when they go into the drafts folder after SEND so it is difficult for me to identify an exact time of the error b/c when I hear about it, a few hours may have already passed.
