Message while opening Outlook form...

The form required to view this message cannot be displayed. Contact your administrator." User is using MS Outlook 2003.

I can view the form with my Outlook XP
Others can view the form using Outlook 2003.

This user has been able to use the form in the past, as in a couple days ago. I have run a 'detect and repair' but it is no help.

Do I believe this message? Can this be as simple as permissions to the Organizational Forms library on Exchage?

Any ideas?
