Message waiting light problem

Recently changed the S8300 server at an off site location to an LSP off our S8700. The users at the location with the LSP are using Modular Messaging. We are using the IP intergration option. I have doudle and tripled checked the switch programming with documentation from Avaya and from the Via Group.
The integration seems to be working fine with calls covering to the Modular Messaging and for message retreival. The problem is that it will not light MWI. Doing a trace route on the trunk group I never see the voicemail system try to light the light.
On the voice messaging server side, when we trace the channels we get an error. The error says that the MWI port is busy. It continues to try and light the light but unsuccessfully.
 
Make sure that your signaling group and trunk group are using Supplementary Protocol "B". Make sure that the trunk group has an NCA TSC Member assigned (1 is fine) on the 2nd page.

Also, make sure you do a "change ars digit-conversion" and enter in the beginning of each extension range. The treatment is "ext". Do the exact same thing with "change aar digit-conversion".

Also, have you re-booted the Modular Messaging server?
That seems to fix various problems.
