Message Filtering

I setup the message filtering on our Internet e-mail server with a turf directory. I put in a test e-mail account (abc@hotmail.com) into the filter. I then went to hot mail and sent a e-mail to my company account and it didn't get delivered and was put in the turf directory. My problem is when I try to send a message from my company e-mail account to abc@hotmail.com. It doesn't make it to the hotmail account or the turf directory. My understanding is that the filtering will only filter mail coming from that address is that correct? Any suggestions?
