does the MCIB need a license from nortel/avaya?? or just the hardware (NT5D51BC)???

I beleive its just Digital Phone TN's & ACD licences for confiuration, Music is already onboard

There is licensing on the MICB itself, yes. There's no PBX license / ISM, but the MICB has a license file. An 8-port, 24-port, and 32-port MICB are all the same media card, but a license controls how much the MICB software will unlock for you.
