Scenario: Two recently merged colleges each running Win2k3 DCs, Single active directory domain on each campus. Is their anyway to get on of the domains to become a child domain in the other forest. I know with Windows 2000 server you couldn't "GLUE" two existing domains together. Is it possible in 2003?

It can't be done easily. Your best bet is to use ADMT to migrate your user accounts to the master domain and then use DCPROMO to demote the DCs from the second domain. Join them to the master domain then DCPROMO to make a DC again.
Once you have the domain established you can easily use NETDOM to move all the workstations.
