I am new to the realm of CCM and was wondering if there is a way within the program itself to do a touch-tone voice menu? If not, is there a 3rd party app that will do it?

look at the have the ARC ACD and Voice server. you can play in queue messages and have userd use the keypad to answer questions

You don't need to buy any additional software. The Cisco Auto Attendant is an add-on that you can download from Cisco's web site.
