Menu Placement (dreamweaver/HTML)

Please help...

I am in the process of creating a site where I used Pop up menus. I had to create them from scratch Because the background isn’t a solid color and I couldn’t figure out how to use the DW features to insert a background image in the menu cells.

To do this I used different layers and coded the Show/Hide Layer Behavior as needed. I’m not sure how to code the positioning now. If the page is opened any other way than how I designed it, the menus shift to the left. The smaller the window gets, the more they shift. How can I make the pop up menus open in the smae place relative to the menu items everytime the page is opened?
