Meaning of NT App Event Log Message

Could anyone point me in the right direction of why the NT Event Application Log file has the entries of:

Event ID: 1001
Source: SQLCTR70
Type: Error

Event message could not be found, but contained these strings: SQL Server not running

We're having some performance problems and this event shows up a lot in the event log.
