MCT feature access code not working

i have an Avaya CM6 software version 6.3. we are unable to activate the MCT feature by dialing the *57 from a phone that has received a call after the call has been hung up. I can assign an MCT-ACT softkey however and it works as the documentation suggests. I can also place a call on hold, grab a second line and dial the *57 FAC plus the number that received the malicious call and cause it to trigger the MCT-CTRL phone to receive the report. My colleague here swears that you could just dial the *57 after the call is hung up, however I never saw it do this and I wasn't present for the programming to make it do this. I am able to dial the #57 FAC from the phone that is the controller to clear the MCT trace though. I have checked my other FAC's to see if they are working such as call forwarding,... and they are all okay too. Is there a way for me to just be able to dial *57 without the number that it came in on and after the phone is hung up?
