Not too sure what the maximum number of recipients is but what I would do is just create distribution lists with the names of the people you want to send messages to. The max size of a DL is 29KB bearing in mind that if you have a lot of info for each contact then the number of recipients would be less than if you just had their name and email address saved to your contacts.
You can if you want set a limit on the max number of recipients to send to. If the number is over what you've stated then they get an error telling them.
Locate the following folder in the registry and create a DWORD called
Max Recipients on Submit
Be careful, the trick is to put spaces between the words as they are typed.
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\MSExchangeIS\ ParametersSystem
On the Edit menu, click Add Value: Max Recipients on Submit
Set the value equal to the number of recipients that are permitted.
