Maximise Upload Speed?

On winxp when i transfer something through a p2p network my upload speed go up to 30Kb/s but when I upload something with apache 1.3 my upload speed won't go up to 30kb/s, but would stay under 10kb/s

My question is, what are the things that slow down my upload speed when it is done throught Apache?
Are there any ways to maximize my upload speed?
