Mark my comments with - Outlook

I have a user who is running Outlook 2000. When he edits someones messages he edits a reply his comments get marked with his name, however I have this feature turned off under Tools, Options, Perferences Mark my comments with. Not only that, but the user has there Outlook set to Plain text which greys out this option.
Any ideas would be helpful.
 
Except that the e-mail he is editing is probably not in plain text format but in some other format. Setting the default format only applies when the client is sending a new message not when responding or forwarding a message.

The format that is used on replies is set by whomever orginally authors the message. If you change his default format to something else such as HTML will the option appeared checked?

I can't think of any other place this is controlled. Unless possibly they are using Word as the e-mail editor.
