making a shortcode to make an extension dial a number?

what we are trying to do is make a shortcode, which we dial from a supervisor phone, which then dials a phone number on an workers phone,

ie, worker needs to dial a number, he approaches to supervisior, he keys in system shortcode on his phone, and the workers extension dials and ring the number.

any ideas?

HAVE SUPERVISOR LOG IN AS WORKERS PHONE MANAGER, AND DIAL THE WORKERS PHONE WITH THAT. oops caps lock, but too lazy to retype it.

For multiple workers, the supervisor can dial and (very) quickly transfer the call to the worker's phone.

aarenot's Phone Manager approach will work better when there is only a single worker.
