make small window display when mouse point button

when mouse point to a navigation bar, another small window come out. Anyone know how to do it in ASP.NET?

It's a DHTML menu, and there are quite a few of those out there, integrated with .Net. We use SmartLinks Framework, which is definetly not a fancy one, but has all functionality we need. You can check them out at
