I havnt done this, but I beleive you need Office Corporate Editiion, and distribute the database with the Access Runtime Environment (I cant remember the exact name offhand).
There is still a problem because I think that if a user has access installed it will still open in Access.
Your best bet is to simply lock access down completely, disallow the user access to anything they should not, and disable the shift at startup thing.
