Make Access Form just a VIEWABLE Access Page

I have a database that I just want people to be able to view without them using Access. So I need to setup a data access page, but I want it to be in report form (headings with the info under the headings). All I can do is make it in tabular form.
Is there a way to do this? If so could you puch me in the right direction?

When the form is ready, choose "design view", right click the black square at the top left angle and choose "properties".
Select the tab "all" and you can customize the form the way you want.
If you are not sure, select the item and press "F1" for help.
If you want to get rid of all the toolbars etc.., select Tools > Startup and customize how you want it to look.
 
I can get a tabular setup on the form itself but I can't on a Data Access Page, viewed through Internet Explorer. I'm trying to make this form so people that do not have Access loaded can view it, but I don't want them to edit it.
