This board is the TN 771D maintenance and test pack and it is mainly used to test ISDN/PRI trunking. You can pull this board without it being service affecting. The inital test to run on this alarm is "test port 01b0403 L" You should go through the error codes to help pinpoint the exact problem.

Occording to the book. Not really. I had one go bad in an EPN that didn't have any DS'1s in it. I took it out and never replaced it.
