Mailbox size in ESM different to outlook

We have a problem that seems to be getting worse.

Users reach mailbox limit, then clear down mailbox , but ESM still shows as oversized and enfoces limits.

Ive read a lot about deleted items retention. This is set at 30 days on the server, Does ESM incluse this against mailbox total? The setting is greyed out so think that it might be inherited from higher sounce in AD that we cant control.

We never had this problem up until now (had the server for 5 years) but the server had to be rebuilt last month and these problems are starting to creep up on us. I presume that our old server also had a 30 days deleted item retension and we didnt have this problem before. IS there any other reason people can think why this would be?

The setting might be controlled by a policy which the store has been added to. It's not an AD function. Check lower down in ESM.
