Mailbox Manager and Exchange Recipient Policy

I am running Exchange 2000. My users logon names are just there first names, but their email address is first letter of first name and last name. I am using mailbox manager when I apply the recipient policy with a filter to activate the mailbox manager settings all my users email addresses change to first name and @domain as thier primary address. I think it may have to do with the nickname thing the filter is trying to apply.
Does anyone have an idea how I can apply the filter without changing my email primary addresses.
