I must be missing something. I need a user that can send mail but cannot receive mail. I thought this is a "mail enabled user" but I cannot figure out how to set one up.

No, a mail-enabled use has an SMTP address assigned, but it's an address that your server isn't responsible for (like a hotmail address). A mailbox-enabled account has a full mailbox in Exchange. Is the user going to be sending INTERNAL or EXTERNAL email?

Sending external email. It is an automated system sending email when orders are shipped.
