Can the D channel be changed from channel 24 to another channel? If so , how is this done?

No, It must always be on channel 24.
You can have your "B" channels anywhere within the 1st 23 but the "D" must ALWAYS be the last channel.
At least that's true for Legend and Magix.

The Data Channel for a Primary Rate Interface ISDN circuit (PRI) is by definition the last--or 24th channel--of that circuit.
