machine starts all by itself

hello all. I recently passed on a Windows Me machine to a friend and also an external modem. I did not see any problems with it while here, but the friend now reports that it starts up after he has shut it down. He is quite sure that he does shut it down -,he sees the 'it is safe to shut down screen', and the machine then powers off itself, and he is satisfied that that is that and goes away to do other things - but when he comes back, some time later, it is sitting there purring at him all alive and ready to go. Hmph.Otherwise all seems ok

It is quite an old machine - 333Mhz. It is not connected to a Lan. What can be doing this I wonder. Any ideas please?
 
I installed the OS ( and yes he has got a legit copy of ME to go with it) and I did not apply any option for the modem to wake the system up - nothing offered. It isn't one of those old Robotics with the switches underneath that you can configure it with. Can't remember if I looked in BIOS mind... would the older motherboards have a bios or mobo setting for waking it up? I assumed he shut the modem down as well. He says it has happened on several occasions. This is an external modem, independent power supply I recall, so I spose he could have left it on...
 
yes, silly ol Gracie - t'was indeed set to wake up on ring. I have learned summat because I was not aware this facility was available when this machine was new - but SOYO (5ed) have their own BIOS configuration section, and it was in there. I was thinking the power supply might be faulty. Thank you Carrr for your help. I'd a got there in the end, but you have sorted it that much more quickly than my pottering around would have achieved.
