LWC across a voice tie - having problems-never worked

Situation: G3Rv11 on one end, S8700v11 on the other. Octel Overture 200 on the R. Voicemail lights are working no problem on stations that are on the R. Voicemail lights do not light on the s8700 stations across the tie. When manually dialing the LWC feature code from a console station on the R and doing a list trace on the station I see it hitting the tie trunk group, but it gets the turkey tone. So, it never makes it. The tie is ISDN-pri TN464f both ends. I can manually light them up on the s8700 dialing the feature code. DCS is working both ends name and all. Any ideas? I spent 3 hours on the phone with Avaya they then referred me to Network Integration which will cost $$$$$.

Any help is greatly appreciated.

This problem looks like a DCS problem. S8700 supports QSIG/QSIG supplement rather than DSC/DCS+ although Avaya claims they are the same.

Some checklist:
1. Have you verified the Node no are different between R and S8700 (under the dial plan).
2. The TSC for the DCS, is it up/down
status tsc-administered signaling-group# [/tsc-index] [print] to determine if the link is active.
3. The routing pattern progaming
4. How about other features such as autocallback
 
LWC uses non-call associated signaling. You have to assign the TSC to the signaling group and define how many can be active. On the TG form (Page 2) you have to define which member to use for NCA calls. The TG needs to be marked for DCS.

You need to have the DCS software active in both switches for this to work.
