Lost Icons, desktop unresponsive

I need an idea how to fix this..I know I have corrupted files somewhere.

After I boot up my login box looks different..then when I get to the desktop my icons are gone and the taskbar is gone. I can only do control-alt-delete and get the dialog box.

What is the best way to fix this?

Run system restore from safe mode OR run the repair program from the installation disk?
 
This happened to me some time a go my friend. I tried every thing that was suggested but sorry to say it meant a re-format and clean install. If you do find an alternative, I would like to know it. Will leave my notify button ticked.

Bring up Task Manager, close Explorer.exe. File, New Task, explorer.exe

Does the desktop look normal now?

If so, suspect a faulty profile. Create a new user, and login as the new user.

Is the desktop still messed up?

Suspect a virus.
