Loop/card disabled Help

Im trying to bring enable a new loop in our 81c. I am getting the following erro when enabling it:
DTI0012 = Network loop/card x pack does not respond from IOTES; loop/card x is disable.

I looked at the Dual PRI card (NT5D12AG) and the P0 is disabled. How do I enable the P0?
 
Do you have the faceplate switch enabled? You may have already checked this, but there is a switch on the faceplate of the card, and if it is disabled, that would be an issue and not allow the card to respond (althought I would expect a message to say it has been hardware disabled).

You might reseat the DPRI card. You would need to make sure both loops and ascociated D channels are disabled. Switch the toggle switch on card to disable then reseat the card. Once this has been done then you can try to re-enable both loops and associated D channels. If the D channel is on an onbard D channel card then you will need to disable that also. Hope that helps?
 
could be a lot of things, card in the right slot? is it in the cequ? what do you get in ld 60 when you do a stat? the command in 60 is enll x. for any additional help would require you to post the enl attempt in 60 and we could go from there. like the other answers, you need the route and the trunks as well as the d, the clock may or may not be needed if this is somewhere past the second pri in your switch. the first pri requires commands in the cdb net data as well

The dual PRI card is enable on the face plate.
Yes I have build the channels, dchannel and the card is in the cequ. When I try to enable the loop in LD 60 I get the following error

DTI0012
I looked up the error in the NTPs and this is what it refering to:
Network loop/card x pack does not respond from IOTES; loop/card x is disable.
 
either the card is in the wronge slot, or it's a bad card
