Looking to run something similar to a telnet session from web browser

I am looking for a solution that would allow our internal employees to run telnet sessions (or something similar) from a web browser. We are currently using terminal emulation software to connect to our HP-UX servers. However, our company would like to be able to run the terminal emulation from a a web browser and be able to program function keys to run specific commands or scripts. I do not know much about web development, but I would like to know if it is possible to accomplish this. If it is possible, what type of web programming is capable of performing this? Also, does it it run under Apache, IIS, etc? Any assistance would be appreciated.
