Looking for program to help create thousands of router/switch configs?

Looking for idea's on how to help automate the configuration of over 4000 Cisco config files. Will need to create basic template for router and switch and then import specific site details. ie; IP addresses, hostname, etc...

If I am not mistaken you should be able to do that with CiscoWorks (i know that you can import config files to multiple firewalls with CiscoWorks Management Center)

Look at Ecora.com for the Cisco Auditor it is the best hands down.
