Looking for new software. Any suggestions?

Background Info:

Our Internet Sales Dept is currently managing sales from 4 independent websites. Three of these websites use MS ACCESS DBs to store their order information. The fourth site uses a text file. Periodically throughout the day, the data from each site is manually imported into an older version of the "Yes I can Run My Business" software which has been customized so much that it hardly resembles YICRMB anymore. From there, they can view, edit or enter new order information, print invoices, etc... They can also export the credit card info to our credit card software (POS Partner) and then import the approval/rejection info back into YICRMB.

The Inet Sales Dept's demands and constant change requests have become very labor intensive. On top of this, our main ACCESS/VB programmer is leaving, so my boss has decided to he wants to purchase a piece of software that can encompass at least the majority of our needs without having to customize it. I think the main reason is so that when the ISD comes to us with a request we can say "Yes, the software can do it," or "No, it can't."

Here are the requirements:

Needs to have Order Entry and Customer Invoicing
Needs to have a good customizable Reporting Tool
Needs to have good importing and Exporting capabilities
Needs to be compatible with our credit card applications PTC and POS Partner.
(We just bought POS Partner so they more than likely won't justify canning it and using an integrated cc utility)
Needs to have the ability to administer different types of discounts.
Needs to have the ability to administer at least two different state's sales tax. (We have another office out of state and the customer enters their state on the web and that info is imported with the order info.
Data from each website must be managed separately, so if a license for each website is needed, so be it.

I'm by no means an expert on our current system and I'm not an ACCESS guru, but this has been placed on my lap to research. Any suggestions would be much appreciated. I don't think an independent custom app contract is an option right now, so I need ideas for established software packages.
