Longer link settlement In the new Cisco 2950 switches

In the new Cisco 2950 switches, link settlement , when inserting a link, takes aprox 4 seconds (AMBER LED) though its configured as portfast.
In the older 2950 switches its been done immediately and actually you don't see the AMBER LED at all.
Fast link settlement when inserting a link is essential for my application,


More details:
Im not using Auto negotiation in both end sides.
New switche Version 12.1(11)EA1, RELEASE SOFTWARE (fc1).
Old switche version 12.0<53> wc<1>:
Old ver wont run on new switch.
 
Is it part of a port group or is the NIC setup for auto negotiation?
 
Its not a part of a port group and its mot auto negotiate.
Its the default configuration, except forced to speed 100 ,
duplex full and stp portfast.
I also tried to disable stp (spanning tree protocol) for the vlan.
I guess its the new IOS which has extend stp package.
The new switches contains newer hardware which prevents using older IOS.
 
What is the network card in the host setup as? If it's setup to autonegotiate, then that would explain the problem.
