Where do you create the logon scripts in Windows 2K Server? Where would I specify the scripts for each group?

Create them in Sysvol/(domain name folder)/scripts. Scripts can be applied to individual user accounts on the Profile tab of the user properties dialog. Or you can use group policy to apply the scripts to a domain, site or OU.
Within the group policy editor, navigate to the User Settings - Windows Settings - Scripts node to assign scripts.
