Logon problem

If I reset the users password they can login ok with new password. However, if I reset it and select the box 'user must chnage password at next login', the next time the windows 98 client logs in they just get a dialogue box saying 'your password has expired', there is no prompt to enter a new password. Any ideas? Its actually an SBS server that I've just re-installed but the solution is probably the same as on win2k server.
