Logon Problem with Windowa 2003 Small Business Server

I just finished building a new server with Win 2K3 Small Business Server. I want to allow users to logon locally to the server. Right now only the administrator is allowed. I have edited the default domain group policy to allow local logon and Terminal Services for the specific users. I still get "The local policy of this system does not permit you to logon interactively" for local logon and "You do not have access to logon to this session" when using Remote Desktop. I realize that I need to first solve the local logons issue before I can solve the RDP issue. Any help would be appreciated.

If it is not a Domain Controller then you wouldn't specify the default domain group policy.

If this is a standalone server you will need to set the Local Security policy settings
 
It is a domain server. I figured out the problem.
