After entering user name and password when logging on, screen goes blank?. Pressing control/Alt/Delete brings up the correct dialoge box.
Boots up in safe mode OK.

Does this happen under every account when logging on?

Yes, happens under both accounts, computer is not connected to a network

You need new video adapter drivers. Right before the logon window appears is the roughly first time that you are in pure kernel32 mode.

Update the video drivers.

I am assuming you did not fiddle with the bootscreens.

If I put a picture on the desktop in safe mode when I log on in normal mode the picture is on the desktop but no desktop icons or task bar. If I press control/alt/delete the task manager appears but no processes running, cpu useage 0%. If I move the mouse around cpu useage goes to 2%.
Is it OK to update video drivers in safe mode?.

It is perfectly fine to update Video drivers in Safe Mode.
You just will not get very many configuration options.
