Locking the icons in a terminal session

We are trying to stop the end users from deleting the icon though a terminal seesion. There are programs a scripts the I have test but none seem to work write. I also don't want the administrators to be affected by this lock down. Does any body know of anything that might work.

you can set up mandatory profiles...so no matter what the users do, nothing they change will be saved.
