locking pages quark 6.5

I have a document using facing pages. Can I lock the pages to manipulate them in order to paginate.
 
If you can't lock the page itself, I wonder how the printer paginates it?
It starts out with page 1 on the right side, next row, 2,3, next row, 4,5 etc. till last page on left.
how can they manipulate the pages, to print in booklet form. I know we've sent projects to the printer this way and it comes back paginated. I am doing some freelance work and this man says he DOES NOT want to pay for extra work at the printer. I can't really call the printer he is using for this job.
When I move the pages around the page numbers change.
 
You need to look into 'imposition' XTs. Check out alap.com for one. Google for more.

You might also look into creating a PDF file and then using an Acrobat plugin to 'impose' the pages in a booklet.
