Locking original message in Outlook 2003

I'm trying to send an e-mail in which I would like to have the changes indicated in the replies. Is there some way to lock down the original message so that the repliers are forced to write their replies? Is it also possible to have all changes to the original message be returned in a different font color (without changing the replier's Outlook software)?

Not within Exchange on its own. Quickest and easiest is to send a PDF (Word and save-as pdf) then have people comment on them and send it back.
More complex is a DRM solution but without a PKI infrastructure it's a little difficult.
