Local Account Policy in XP 1

Hi,
I recently set up XP on my home computer and set up two accounts on it. My own, the admin account and a friends whom I put in the users group.
I have a broad band modem installed by USB.
My friend cannot acess the net when he logs on where as I can, but if I put his account into the admin group he can.
I dont want his account in the admin group and would like to pin this down to one or two policy changes instead for the user group.
Anyone know what policy changes need to be done for the user group to allow net access?
The group policy is unchanged from when i installed except for a few document folder permissions.
Any help greatly appreciated,

Why not add him to the power users group? He will still be limited from admin priviledges.
 
Yeah, Thats what I wanted to do but I dont seem to have an option for power users, just limited and administrator.
 
In XP Pro, not Home, Start, Run, lusrmgr.msc, Groups, Power users, Add
