linking CSS help requested

Hello,
i was trying to put CSS on my webpage to make it easier to upgrade and to also cut down on the time i need to sit here writing out html/css. unfortunately i was unable to make the link work. (by link i mean the link to bring the style sheet into the html header). if anyone could help w/ templates, please, it would be greatly appreated.
PS: i am using 1st page 2000 by EVRSOFT to work on my site and am using the newest vewrsion of IE (9) on XP pro
