link to show up in 2nd frame won't scroll?

Ok I have two frames, one on top and one on the bottom. My nav bar is in the top and I want the links to appear in the bottom frame and be able to scroll when needed. So far I used the target to send the link to the bottom frame but I can't get the larger frame to scroll. Qhat am I missing here?

goto Window>Frames, Click on your bottom frame and in your property inspector set scroll to yes
