line access on 6x16 1

I have a Norstar 6x16 that lost programming. I got everything programmed again, except automatic line selection,(to pick a free line when receiver is picked up).
I was finally able to get it to pick one line, but if that line is in use, it still won't access the 2nd line.
Any help would be greatly appreciated.

Put all the lines in pool A, then assign each extension prime line pool A.
