Limit the number of addressees 1

Does anyone know a way of limiting the number of addressees anyone can send to ? We want to impose a limit of around 250 on any emails sent with only a few exceptions (Chief Exec, etc).

But surely a registry edit would apply to everyone and I need to allow certain people to be unrestricted......

Create an 'All in the company' DL, and make sure only the important people can send to the DL.
