Licensing with Per Seat and Per Server

I have started working on a Win 2000 network that used to be managed by someone else. This is a small domain with 15 users and a single server.

Typically in these scenarios I just keep everything licensed in per server. However the licensing on this network is 10 per server and 10 per seat and we keep running out of licenses for the domain.

Im fairly certain that the per seat cant be converted to per server. Is there any way around this without converting the per server to per seat?
