Are you upgrading to R10?
If so you MUST go to PLDS.
Someone must connect to the existing IPO, using a R10 Manager, with all ADI licenses and cards (with implied licenses, such as PRI, UCM etc.) installed in the IP500V2, and pull a license migration file. This is sent to Avaya for a quote... if on IPOSS there should be no cost for licenses, although there will be for labour from you business partner.
Depending on what version you're upgrading from, it may be a stepped upgrade, in order to create sufficient bootloader space. You cannot upgrade until you have received the replacement PLDS licenses from Avaya.
If your Avaya dealer doesn't tell you this, he's either dishonest or incompetent.
find a new one.
