Last say I make a program that uses CR to print out a few reports, and 20-40 people can use it. Is that legal accord to the licensing agreement?

Also since viewing the reports requires me to install CR reports on those machines is that legal? Considering they dont use CR at all, just to view the reports?

Also is it possible to view reports without installing crystal reports? (perhaps just install the dlls or what not?)

You can't install Crystal on multiple PCs without purchasing multiple licenses of Crystal Reports.

You can build a Crystal Viewer application (for example, using Visual Basic). For links to viewers available for purchase, have a look at Ken Hamady's web site:
