from linux:

sudo backup -b -d /var/home/ftp/pub --verbose -- security

This will give you a backup archive that can be restored on another server. The files below will restore from the security backup.

.lic file when loaded creates:
/etc/opt/ecs/lsfile
.pwd file when loaded creates:
/etc/opt/ecs/lacfile

No, it does not require root. This is why the "sudo"

You can also do a security backup using the web browser.

so what u r saying is if i made a security backup. i can take this file out and i can extract it to be 2 files
1- license file
2- authentication file

you can extract lsfile and lacfile
The files below will restore from the security backup.

.lic file when loaded (loadlicense) creates:
/etc/opt/ecs/lsfile
.pwd file when loaded (loadpwd) creates:
/etc/opt/ecs/lacfile

You can only get the original .lic and .pwd file from RFA or if you saved the original files before loading them. When you load them as in the example or with the browser the source is removed.
