*.LDB files are not being removed when a database is closed

Hello,

When I open my database, and then close it, the temp working *.ldb is left behind, even when the application is closed.

Does anyone know what this means? it happens on all machines that the db is opened, on some access closes the database, but the application cannot be closed unless CTRL+ALT+DEL is sent.

I've seen this happen when users did not have the DELETE permission to the folder where the db is.
 
Its on the C:\, any more ideas?
