LDAP referrals in ADS

I have ADS running on Windows 2000 and have no idea how to set up LDAP referrals. There has got to be an easy way to set this up, but I can't find it.

When a client does an LDAP query and no record is found I want to be able to refer them to another LDAP server to look fo that record.

Wow, what clients do you have doing LDAP queries?

What is the purpose they are trying to achieve? Can you do some coding for them to allow then to enter some data into a web page and return results?
