LD barring when NOT using 9N

I'm suffering a moment of cognetitive dissonance...

I've multiple times done LD barring using ARS and a user 9N short code that points to a toll restricted ARS.

Problem is that this customer doesn't want to use 9 for outside dialing. Their dial plan supports it (no 9), nothing really conflicts, and it works OK. But they also want about half the phone to be LD restricted. A 9N user short code isn't going to work.

Any ideas on how to achieve this in an eniroment where you're not dialing 9 for an outside line?

in NA, so they all start with 1...

I could build a user 1N and point it at an ARS with everything barred?

Exactly, or the other way around bar 1N in system and allow in user, depends if more can dial or more are banned :)

Alwasy much nicer to bar everything in system & allow in user short codes even if there are more allowed than not, it makes sure that any newuser added is restricted untill allowed.

using user rights reduces the amount of retyping anyway.
