ISET is the number of route list choices that someone who is NCOS restricted is allowed to queue for. i.e. If you're restricted from using expensive route ENTRs and the cheap ones are all busy, you can be limited to queuing for say the first two route list choices rather than the first three.
Put another way: If the first three ENTRs were really cheap (low FRL), the fourth ENTR was kinda cheap (medium FRL) and the fifth ENTR was expensive (high FRL), you can tell the system when all choices are busy and the restricted person must wait, only allow the call when a trunk is free in the first two routes....or ISET 2
SBOC is "Step Back on Congestion" and relates to DPNSS....not my are of expertise.
